to local business firms. In the accounts submitted in Mr.
Severn's despatch No.36 of February 7th, 1919, a credit was given amounting to 1,479,30 for the rails purchased by the Kowloon-Canton Railway, and I presume that this on should be oredited to the United States Government as owners of
the rails in question. If this is the case, the enclosure 2 to this despatch shows that there is due to the United States Government a sum of £854 78. 6d., which I should be
glad if you could have oredited to this Government's account with the Crom Agents, after which a refund could be made
to the United States Consul-General in Hongkong for the
excess payment that has been made by him to this Government.
