Dear Dixon,
I have received your letter of the 11th February
enclosing a copy of a despatch from the Governor of Hong
Kong raising the question as to the rate of exchange to be
adopted in cases where it is decided to release property
belonging to ex-enemy nationals who have acquired new
nationality.
I have spoken to Hutchinson and the question is
one of some difficulty. In these circumstances I propose
to have the matter discussed at a Treaty Execution Committee,
notice of which shall be sent to you.
