(markien 1 (a) and (1)
(a) It is an effence to procure women or girls under 21 years of age to have unlawful carnal connection either within or without the Colony.
(b) It is an offence to procure or attempt to procure any
woman or girl:-
(1) to become a common prostitute either within or
without the Colony;
(2) to leave the Colony with intent that she may become
a prostitute elsewhere;
(3) to leave her usual place of abode in the Colony,
not being a brothel, with intent that she may become the inmate of a brothel within or without
the Colony.
In any of the cases above consent wuld not be a defence but if the evidence showed that the woman or girl acted entirely of her om free will the Courts here would not convict of procuring. The penalties for the above offences are imprisonment not smeeding 2 years with or without flagging. The ordinances dealing with the matter are Nos, 4 of 1897, 3 of 1913, 10 of 1914, 9 of 1914, 3 of 1916, 12 of 1917, 12 of 1920 of which copies are enclosed.
Ordinance Me.2 of 1865 Sections 44 and 45 deal with the forcible taking er detention of persons generally. The Protection of Tomen and Girls Ordinance No.4 of 1897, the Asiatic Migration Ordinance No.30 of 1915, and the other erdinances quoted in answer to question 1 are designed to prevent abuses of the nature contemplated.
