In my despatch No.372 of the 29th September, 1921, I have forwarded copies of the Deportation Ordinance, 1921, with the usual report by the Attorney Gener 1. That report, as will be observed, gives no real explanation of the reasons for Section 3(b) of the Ordinance which gives to the wovernor in Council very extensive powers of deport- ing British subjects.

The explanation, which I have thought it undesirable to give in a public despatch, is that the claus, is meant primarily for use in a special class of cases that of undesirable Indians.

In order to prevent the spread of disaffect- ion among the Indian troops stationed in Hongkong and among the Indian members of the Police Force, it is necessary that we should have power to remove from the Colony Indians of known bad character and dislovel sentiments, e.g., dismissed Policemen and watchmen, and professional sedition

mongers.

4.

At present the Governor has power to deport such persons by virtue of the Order in Council of the 26th of October, 1896, the procedure being as provided in Section 13 of the Travellers Restriction Ordinance Io.19 of 1915; and in order to pave the way for the withdrawal
