Mexico reports
emigration to Mexico.
In
that Minister of Foreign Affairs states that Chinese emigrants undesirable and that revision of Treaty under consideration. these circumstances it is considered that all this emigration should be stopped even by the regular lines, It appears reasonable also to prohibit labour emigrants to Cuba even by the regular lines Steps will be taken in this direction unless I hear from you to the contrary. Telegraph reply with least possible delay.
