With reference to your letter dated 4th January

1906, (No.45905/1905), relative to the disposal of

certain lands at Hong Kong which are no longer required

for Military purposes, I am commanded by the Army

Council to acquaint you, for the information of the

Earl of Elgin, that the question of the interpretation

which is to be placed on paragraph 12 on page 7 of the

Memorandum by Colonel Lewis on Lands at Hong Kong

has received consideration, and that the General

Officer Commanding and Colonel Lewis have been communicated

with on the subject.

2. The General Officer Commanding reports that

his concurrence in the recommendations of the Memorandum

was given on the understanding that the Murray Battery

and Stanley Cantonment sites should be in the same

category as the Spring Gardens site, and that those

properties should be available for sale by the War

Department, which would thus obtain payment in cash

rather than a mere book credit. Colonel Lewis, however,

has intimated that he had no intention of excluding

the Murray Battery and Cantonment sites from the

operation of the Colonial Office Circulars of 1890 and

1894.
