I have the honour to acknowledge the receipt of your telegram of the 18th instant in which you inform me that His Majesty has been pleased to appoint Mr. Stewart Lockhart to be Commissioner at Weihaiwei.

I have communicated the terms of your telegram to Mr. Stewart Lockhart and informed him that in accordance with your instructions he should await the arrival of the Commission before proceeding to take up his appointment.
