Report on Ordinance No.11 of 1900.
I have examined the accompanying Ordinance,
entitled
An Ordinance to amend Ordinance No.10 of 1872., and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
The Object of this Ordinance is to enable the nuisance caused by loud shouting at night,while playing at Chai-Mui, to be more effectually dealt with. Section 5 of Ordinance No.10 of 1872 prohibited such shouting between certain fixed hours, but the present Ordinance enables the Governor-in-Council to regulate the hours according to the circumstances of any particu- lar district or place.
The proviso will prevent the offence from being committed with impunity in Brothels and Common lodging houses, owing to difficulties connected with identification of the offender. The keeper will now take care to prevent the offence.
