and I am to state that the Board concur in the view

in agreement with that entertained by His Lordship
that the contention of the United States Consu! can-
not be sustained; and further, that it is expedient
to amend Section 20 (1) of the Hong Kong Ordinance
No.26 of 1891 in order to bring its provisions with
uspect to foreign deserters into complete harmony
with section 236 (2) and (3) of the Merchant Shipping
Act, 1894.
The copies of the Ordinance and of the Tresty
referred to are returned herewith as requested.
