Board is of the opinion that adequate arrangements shall be made by then for periodically examining the working of the school and testing the progress made by their pupils, including examining the head master and the masters.
I cannot altogether admit that this school should be exempted from all such tests, for it is obvious that the Governor to whom alone Mr. Wright claims to be subordinated, has not the time or the special knowledge for satisfying himself personally that the work of the school is being well done.
The public money which is spent upon it should be spent, unlike others, in a way that ensures it is being well done.

The change which is now being initiated has been designed in Mr. D. Wright's own interests as well as those of the school. It is intended to obtain an alternative to the existing system, under which has been found to be unsatisfactory in consequence of the strained relations between the headmaster and the Inspector of Schools.
