crimes or

punishable by the laws

all nations and are not

peculiar to the law of China; and, if this be so,

there is thus practically

given to the word "Criminal"

in the XXI article of the

Treaty of Tientsin a

similarly restricted meaning, which is not at all likely to have been within the contemplation

of the Chinese in consenting to that Treaty.

Such a limitation

would naturally appear to

be

a serious one

from the

Chinese point of view, as excluding from consideration offences which they have a right to regard

as of a very

grave character, as for instance, that in question in this case.
