Under these circumstances, taking into consideration the very trying nature of this climate, and how very severely it tells upon an Englishman's constitution, after 5 years' service here, I shall be glad if you will allow the men the boon they pray for, or at all events, to the extent of half the regulated amount of leave, viz :- 9 months after every period of 5 years' Service.
