I think it might be helpful if we gave the Treasury and War Office a little more insight into the difficulties of the situation than suggested in Mr. Ashton's draft letter, and I would like to write to them fairly fully on the lines of the draft opposite. I do not think this commits either them or us in any way but I hope it does show that we cannot go baldly out to the Governor on the defence contribution alone.
