Refer More papers & the Attorney General for his advice.
He can suggest a draft letter to the Consul (if it be lawful) saying that in the face of his (the Consul's) statements as to torture, I decline arbitration; But the Chinese Authorities ought to have an opportunity of explaining the matter.
