a Normal School - which Lord Kimberley approved in the drafts on that paper - that despatch came about August 20th 1881.

for Lord Kimberley's request to the Gov. I consider the question, though made the other way, for establishing this school of hand, of hand, would not justify this extravagant scheme which was put into action/operation within a very few days of the receipt of that dispatch.

The delay of $2400 cost of all preparation & the work is done. The ten probationers with cost £100 a year.

Ia at the end of their three years Courses are at liberty, so far as I can see, to leave (strangely, or) & take other employment than teaching - leaving the Govt. no return.

In this very heavy outlay, their pocket money is not £10 - £15 - £25 during the three years.

The scheme can hardly be approved, as it stands, to be costly for and is that the Governor Explains that it is intended to increase the numbers.

Then comes the question how many teachers are likely to be required every Year. There are now Chinese teachers in the Govt. Schools, and 35 in the aided schools, and there figures includes monitors & assistants at small salaries; The number of vacancies will necessarily be limited for which these highly educated youths will be wanted in a succession.

English speaking Chinese will probably be very useful. & the Chinese Merchants have said it is "many of these not the case & lack of the supply as things stand."

Mr. Maughan is now master of the Normal School.

1882-3A, a vote of $5000, is in the estimates for. Yet approve - nothing for 1881- to as a matter of ordinary for he should have waited till 1. Tanuary in but he is now master of the situation, & dares to block up the dispatch in reply to this, & allow the expenditure within.
