considered inadvisable to draw this sum from the Free planting vats and therefore the item appears this year as provisional increase to Extra-Fordian allowance. It has also been considered advisable to appoint two forest guards for the protection of the young plantations in the villages and on the hillside.

9. The increase to the salary of the Postmaster General was sanctioned by Your Lordship's Despatch No. 954 of 18th July last with regard to the increase to the other officers in this Department. I must draw Your Lordship's attention to the enclosed letters from Mr. Lister which advocates the increase. An addition has also been made to the allowances for contingencies as they were found insufficient both for Hongkong and the Harbour.

10. The personnel and pay of the Registrar General's Office revert to their original state in accordance with Your Lordship's Despatch No. 24 of 22nd February last and subsequent orders.
