I should therefore be glad to know Your Excellency's view of the case with me, and whether you concur in thinking that the prisoners should not be given up until the consul's statement has been sifted and proved to have been framed under some misapprehension.

I must take the opportunity of adding that having had for these years a good deal of business with H. Excellency Lin Kwan-yih, late Governor General at Canton (now the Governor in Szechwan) I think Mr. Stewart must be deceived in thinking H. Excellency's promise, given in 1879, was not kept.
