I am well aware that a defence may be claimed by the General to the effect that the cessation of official financial correspondence did not preclude direct monetary payments, and that the Colonial Government, being liable for certain liabilities, was bound to discharge them, irrespective of any claim made by letter.
This would be correct under ordinary circumstances, but as it has been the custom of the Commissariat to send in its claims, the Colonial Government has, as a rule, awaited the demand before ordering payment.
