by the direction of the Court of Admiralty addressed a letter to the Ottoman Ambassador in London, following a similar precedent set by the Court.
"Rend you kernw with the Law Reports for 1878, part Sept. 1, Adm t p 60, where the letter is set out. You will see that this precedent would be followed. I think it would not be unsuitable to be followed."
The suggested letter states only the proceedings, abstains from all indication of the opinion of the court, but sets forth the fact that under the present issue, every ship and all merchandise of the King of Annam coming into the waters of Hong Kong will be seizable as a material guarantee.
It is stated at page 208 that whatever Sandstein may prove to be due from the King of Annam will be forthcoming, or in other words, giving hostage that until the Plaintiff's rights in this action are disposed of, this port will be practically shut against the King.
Considering that the officer here holds an inferior office, that of Master of a vessel, and by no means fills the office of Ambassador or Consul, it would lead to very great delay and possibly to great complication to make communication to that officer through him.
