By direction of His Excellency the Administrator I have the honor to inform you that the Governor of Singapore has telegraphed his request that this Government should apply for the release of the British S.S. "Carisbrooke", lately seized off Hainan by a Customs Cruiser, and to offer security on behalf of the owners.
