I now correct that omission stating that Resolution ... was passed by the 3rd Ultimo a) proposed by myself and Executive Council to take the formal steps necessary to comply with your request, by applying to the Judicial Committee of the Privy Council through Her Majesty's Secretary of State for the Colonies, for leave to appeal against recent judgment of the Chief Justice Regina vs Saint ...
I have this day forwarded that resolution and requested the Secretary of State to direct that the necessary letter for presenting the Appeal.
As it has all through been clearly admitted and understood what the prosecution against Mr Saint ... was undertaken by the Macao Government for the purpose of vindicating the character of a high Official of the Portuguese Government, and that all the expenses of that Prosecution and of the Appeal were to be defrayed by the Macao Government, it seems desirable that I should now receive from Your Excellency formal notification of that understanding and such instructions as Your Excellency can transmit to Her Majesty's Government.
