The Congress System (11)
J. Lui
Last week, with reference to the Congress of Aix-la-Chaplle, 1818, and the Congress of Troppau, 1820, I tried to pinpoint how differently and Creat. Powers. reacted:over the crisis inside and Foutside. Europe. Thanks to such differences, the Congress · System the finally broke down. This week, I would like to start my discussion with the Congress .of Laibach, 1821

What were the causes leading to the (break-down of the Congress System?

Thanks to the British open disagreement, Presiderit Monroe of the 3. Because of the British policy,

F. Both the Monroe Doctrine and
British foreign policy spoke for the downfallcf. the Congress System. 3. The Greeks revolt.
The autocratic powers, Russia. Austria and Prussia were divided over the Greeks Question, Russia intervened so as to help the rebels to fight for independence. Unlike Her 'former. . strategy, Britain intervened so as to prevent the e intervention of the autocratic powers. As a result, Britain, France and Russia formed: military alliance against Turkey, in 1827.
- As far as the ideas behind the Quadruple Alliance were concerned, status quo in Europe was destroyed.
the Thus, we can conclude that Congress System came to a real end

On the other hand, the Congress was able to solve "a wide range of international problems. For example, the abolition of slavery, disarmament, navigation of river Danube and Barbary trade, etc..
3. Last but not least, since most of the great páners used the Congress System as an instrument to maintain the status quo in Europe, they suppressed all the nationalist and liberal movements in the 1820's and 1830 by force. The interests of the ̇smaller powers were overlooked. Judging from this perspective,` it i was obvious that the interests. of the smaller states were neglected. As a result, the break down of the. Congress System paved the way for the way for the success of the nationalist movements in Europe. Läter having learnt the lessons from the revolts in 1820's, 1830, and 1848 the leaders of the nationalist movements were more clever in their ·'struggle.. for independence. They used armed force and war to bring the status quo to can end.
