17-The Government's Role

To facilitate the trade and industrial development, the Hong

Kong. Government provides assistance in respect of the following services:

Institutional services.

The government has helped provide

institutional assistance for industry through the Hong Kong Trade Development Council the Hong Kong Export Credit Insurance Corporation, and the Hong Kong.

Productivity Centre, They are financed from public funds and provide sale promotion services, a credit insurance. scheme, and various types of training and consultancy services respectively.⠀⠀⠀ Industrial training:

Two universities in Hong Kong provide technological train- ing in engineering, architecture, and electronic science, while the Hong Kong Polytechnic provides higher technical and vocational education, The Government also. runs some technical institutes which provide technical training at craftsman and technician level. The Government also assists companies to start apprenticeship training schemes. -Industrial Land

Policy:

The Government's

sale of land is some times on special terms to accomodate industries which are land and capital intensive and of high technology. An Industrial Estate' Authority has been set up to develop and manage the industrial estates planned for. Tai Po and Yuen Long.

II. Other Services

a. Banking:

Banks in Hong Kong specialise in the financing of inter national trade. They maintaï extensive. credit information and commercial introduction services for their clients and those who are wishing to establish business with Hong Kong, In September 1978, there were 90 licensed banks in Hong Kong, and many of them have branches and correspondents all

over the world, Thus, Hong Kong can offer a comprehensive banking services in an

international scale.

Besides, the absence

of foreign exchange control allows a

speedy handling of

transactions. Insurance:

There are many insurance companies represented in Hong Kong. All classes of insurance are readily available.. Chambers of Commerce:

The Hong Kong General Chamber of Commerce representa all branches of commerce and industry and inclules banking, shippings insurance, commercial and professional services. Its main aims are to foster trade and industry to protect the transaction of business, and to arbitrate in commercial disputes. The chamber is a member of the International Chamber of Commerce and the Federation of Commonwealth Chambers. of Commerce.

There are other organizations such as Federation. of Hong Kong Industries and the Chinese Manufacturers: Association of Hong Kong, which to promote trade and productivity of Hong

Kong.

d. The Advisory

It was established by the Government in 1977. It is to advise whether diversifica tion of the economy and manufacturing sector could be facilitated by the. existing policies or new policies.

to provide testing, quality control and certification facilities;

to provide assist- ance in industrial design, packaging, product development and technology transfer; and

to maintain centralised, Standards Library and Copyright Depository.

Hong Kong General Chamber of Commerce

Its main functions: are:

to issue certificates of origin;

to arbitrate im commercial disputes;

to promote trade with a variety of services including attendance at trade fairs and liasion. with overseas

organizations; to promote in liasion organization; to promote industrial inverst- ment with external. promotes and in conjunction with the the Trade, Industry and Customs. Department.
