Your Lordship will observe that the Proclamation prohibits in stringent terms any unlawful counterfeiting of the Hong Kong currency - special prohibition inserted by the Vice Roy at the instance of the Vice Consul.

It is also noticeable that the recognition accorded of the Hong Kong dollar amounts only to an acknowledgment of its containing a certain quantity of pure silver, which it is reported by this Government to contain. Sycee being the standard by which the value of the dollar is tried, the Chinese Authorities simply declare that a certain weight of Hong Kong Dollars contains as much pure silver as a specified weight of Sycee.

4. - In most cases, after receipt of either Hong Kong, Mexican & other coinage by the Chinese Government, they are remelted in the melting pot to the one Standard of Sycee. Hence, although it would be entirely ruinous to the Mint that its coinage should be refused admittance to the Chinese Treasuries at the valuation fixed on it by this Government, the acknowledgment that it contains 9 out of 10 parts pure silver gains for it no preference.
