Site A, at the NW part of of the island, was first- proposed by the Shell Co. Ltd. Discuss the
favourable and unfavoura- ble conditions of the site.
After careful investiga tion, Site B was. recommanded. What are the advantages of B over

a) Favourable Conditions.
Site A
There is no other suitable site in Hong Kong.
The sea there is deep enough for large oil
tanker.
The pier is not necessary to protrude into the sea.
There is no direct effect on the main beaches.
There is ample space. for the construction of refinery and other related activities as well.
Its proximity to the oil tanks on Ap Li Chau is an advantage too. The refined oil can be piped to the tanks in Ap Li Chau, from where oil is transported to other parts of the Colony or to be experted elsewhere.
It is near the sea, water. can be obtained easily for
cooling purpose.
It is not far from the urbanized area.
9. There is supply of
electricity and water.
There is enough labour supply from the settle ments on the island.
11. The sea nearby has not
yet been polluted. Unfavourable Conditions of of Site A
The average elevation of the NE part is 53 m. The construction of an oil refinery at an elevated area means higher cost. of production as considerable electricity. should be consumed to to pump up the crude oil from oil tanker and water for cooling from the sea.
The refinery is situated at a site less than 200 m. from the Ta Peng Village: Pak Kok Kau Tsuen and Pak San Tsuen, noise pollution is sure to be a serious environmental problem. As there are no hills and ridges surround- ing the site to reduce the noise, the Yung Sha Wan Village and the Southern part of H. K. Island will be affected as well.
The construction takes up a very vast area. Though most of it is still undeveloped, however, as it is quite near the urban area, it is a potential recreational area for the. urban dwellers. The scheme threatens a considerable loss of recreational land,
Several intervillage linkage will be cut.
The effluences are. discharged into the East Lamma Channel of which the flood tide equals ebb fides, therefore, the wastes will easily accumulate in the sea,

Site A
It takes a smaller area for construction.
Vast area of undeveloped land can be reserved for recreational purposes
3. The low ridges and hills. in the N., E. and S. can help reduce the noise produced,
Effluences can be discharged to the West Lamma Channel of which the ebb tide is two times greater than the flood tide. Thus, the wastes
can be carried away easily.
As the relief here is lower, cost of production is lower too as lesser. electricity for the pumping of crude oil and cooling water is needed.
The construction of pier. and breakwater on the Western coast is easier as it is sheltered from the direct attack of the. prevailing easterlies.
Land transportation from Pak Kok Tsuen to other villages will not be obstructed:
The scenic beauty of the Island as viewed from
the southern part of H. K Island can be preserved.
