Social Welfare Department
It is responsible for carrying out the Government's policies for social welfare in Hong Kong:
It is advised by a Social Welfare Advisory Committee on all matters of social welfare policy and on applications from voluntary welfare organizations for grants or subventions. The Committee, appointed by the Governor, is chaired by the Director of Social Welfare,
. A Five Year Plan on the development of Social Welfare was introduced in 1973. The
Plan is reviewed annually to ensure that it keeps pace with social welfare needs in Hong Kong.
The department also main- tains close contact and co-
operation with many voluntary: welfare organizations.
In the department, there are five divisions -- group and community work, family. services, probation and corrections, social security, rehability, rehabilitation-
and a training section.
A. Group and community work
: division
The division provides. community and youth services with emphasis on the development of leadership, "voluntary efforts and sense of
social responsibility.

groups and communities through self-help and co-operative efforts. To achieve this the division operates through community centres, estate. community work offices and a community and youth officers scheme.
The division's youth services aim at developing a community spirit in children and youth. Programmes, facilities and activities are designed to promote their potential abilities and sense of civic responsibility.
B. Family services division
The division helps families and individuals solve family relationship or social. adjustment problems, through counselling by social workers and various forms of assistance.
C. Rehabilitation division
The division aims at helping the disabled to become well- adjusted and self-supporting. members of the community. To achieve this, the division provides social, adjustment and vocational training, sheltered work and care. services for the mentally retarded/physically disabled in its 18 centres.
D. Probation and corrections
division
The division is concerned with statutory supervision of offenders
on probation and the operation of juvenile correctional institutions.
