Executive Council and the Eegislative Council: Outline:briefly their respective functions.
A. The Executive Council
(1) Structure
The Executive Council, which is. presided over by the Governor, consists offive: "ex-officio and nine nominated
members: Out of the nine nominated members, one is an official and eight are unofficial: members. The five ex-officio members are the Commander. British Forces, the Chief Secretary, the Financial Secretary, the Attorney General and the Secretary for Home Affairs, The Council usually meets once a week: throughout the year.
(2) Functions:
The chief function of the Council is to advise the
Governor, who is required by

The Royal Instructions to consult the Council on all Important policy matters except in cases of extreme
urgency only. If the governor
decides to act against the views of the majority of the members. he has to report his reasons
for such action to the Secretary
of State for Foreign and Commonwealth Affairs in England...
The Governor in Council, i.e, the Governor acting after receiving the advice of the Council, is the statutory authority for making regulations; orders and rules. under a number of ordinances. The Governor in Council also considers appeals, petitions and objections under ordinances which confer such a statutory right of appeal. In addition, the Council will examine a Proposed legislation before it is introduced in the Legislative
·Council.
B. The Legislative Council
(1) Structure
The Legislative Council at present consists of four ex-officio members:(the Chief Secretary, the Financial Secretary, the Attorney General and the Secretary for Home Affairs), 17 nominated officials, and 24 nominated:
unofficials. The Council is

50(consisting of 25 official and 25 unofficial members), there ds still room for expansion. within the approved maximum whenever there is a need for such action. All members, except the Governor and other ex-officio members, are appointed by the Queen or the Governor with the instructions of the Secretary of State.
(2) Functions
The basic functions of the Legislative Council are the enactment of legislation and' control over the uses of public: funds. The Queen has the power to disallow laws passed by the Council and assented to by the
Governor.
The Finance Committee of the Council (including the Chief Secretary, the Financial Secretary, the Director of Public Works and all the unofficial members of the Legislative Council) considers requests for public expenditure and other matters concerning the supplementary provision of funds:

C. The Urban Council consists of 24 members with 12 appdinted by the Governor" and 12 elected members, The term of office for both types of members is four years, but a member can be re-appointed or re-elected for further
terms.
The chairman is elected by the Council and can be an appointed member, an elected member or any person who is not a member but has agreed to . accept election to such office.
However, the vice-chairman is Celected from among 24
members of the Council.
The Council receives the bulk of its revenue from rates. and is therefore responsible for managing its own finances The Council meets in public once a month, but most of its business is decided by the Council's. standing committee and the thirteen selected committees that meet about once a month..
B. Chief functions of the
Urban Council
The Urban Council's main functions are: public. sanitation and cleansing; the licensing and hygienic control of all food premises, offensive trades, bathhouses anä
laundries; and the management
and control of markets,
abattoirs, hawkersy
cemeteries, crematoria
duties include cultural services,
outdoor entertainment, public
recreation and amenities.
In addition to the above functions; an important part of the work of urban councillors is the operation of a ward system for dealing with complaints on a district basis; and two.councillors are responsible for looking after each district. A great number of questions and complaints are handled in this method, either. by councillors dealing with matters themselves informally or by an approach to the government concerned or by discussing the matter formally in the Urban Council meetings.
C. Chief functions of the "
Urban Services Department
The Urban Services Department is responsible for carrying out the policies and decisions of the Urban Council. Undenthe Urban Council Ordinance, the director of the Department is the principal executive officer of the Council. It helps to prever. diseases and their spread by keeping the city. clean: The Department Cundertakes the work for rubbish collection and disposal control
of pests and food inspection. It also ensures that public parts,
beaches and swimming pools. fulfill the sanitary.
