Briefly describe the politi- cal events in the summer of 1914 that finally brought about the First World War (1914-1918). "Examine the responsibilities of each of the Great Powers.

In June 1914, an Austrian Archduke was assassinated at Sarajevo, the capital of Bosnia-Herzegovina, a country. that had been annexed by Austria but was contested. by Serbia nearby. Serbia wished to join Bosnia.

Then, the German army matched into Belgium, in an effort to attack France through the country. But Beligium's neutrality and safety were important to Britain. Now, as Belgium's neutrality was violated by: the.Germans, Britain declared war on Germany. Thus every great power was drawn into the world war.

As the unfolding events were diplomatic in nature, the Great Powers had each their own responsibilities for the outbreak of the First World War. Austria, for instance, was responsi- ble for an over-eagerness to recover declining dynastic prestige as well as to affirm her political: influence and control over the Balkana, even at the risk of war. In the tense atmosphere of international rivalry, every European statesman knew that local war in the Balkans (or: elsewhere) might probably involve other Powers and in the end lead to all~ European international conflićts. The Eastern Question and the Balkan, Wars before 1914 lent evidence. to this realization clearly. The Austrian move against Serbia, therefore, signified Austria's willingness to try to achieve her goals even though the general peace of all Europe was :threathened. In 19147 Aust

Despite the advice. from Germany and Britain telling her to moderate her demands on Serbia, Austria thought mistakenly that this was a tood opportunity to teach the Serbs a lesson and recover dynastic prestige.

Had it not been Germany who backed her up, Austria would not have acted so boldly, and uncompromisingly. as she did in 1914 towards Serbia. In this sense, Germany's first responsibi- lity lay in her unreserved support given to Austria, which was partly due to the obligations of the Dual Alliance (between Germany and Austria concluded in 1879) but most importantly due to Germany's desire to score a sound diplomatic: success and Germany's fear of losing Austria as an ally, indeed her only. reliable ally by 1914 (for Italy was unreliable, even: though Italy was a member of the Triple Alliance conclud- ed in 1882). Germany could. not afford to see her ally, Austria, losing face, with Austria's great-power status. undermined (which meant:: that Austria's strength was also weakened.). When the Russians mobilized, forcing Germany to choose between. diplomatic defeat on the one 'hand (if she gave way) and-warōn the other (if wshe fought Russia), Germany

ed war in the West. The militarists took advantage of the Serbia-Austrian war to advance their own plans of expansion, thereby: dragging Germany and later other powers into war. Germany wanted to achieve a quick blow against France before fighting Russia in.the. east, counting on the fast mobilization of German troops: The most effective way of achieving this was to invade France via Belgium. It was planmed that Paris would be captured in six weeks, and It was considered that such a plan was the only chance for Germany to win a two- front war Russia and Trance.

Knowing that Beligum was important to Britain, Germany still gambled on British intervention. This was her fourth responsibility. Germany was too confident of. her military efficiency, underestimating the reactions. of other powers. The German military staff promised the Kaiser quick and decisive: victories once war broke out. The Kaiser allowed military.. planners and militarists to influence and determine. ̇state-policy. This was

Germany's fifth responsibi~ lity.
