Account, for Japan's 'expansion- iam during the Meiji period' :(1868-1912).
In the reign of the Maiji Emperor, which lasted from 1868. to 1912, Japan became a modern state, More than that. She created an empire. Why? What for? In other words, what tempted Japan to plunge. into expansionism? What were the motives behind Japan's expansionism?.
If there was aggression, there must be aggressors « Who were the aggressors?"
Some say the Meiji nor- chants and Industrialists were aggressors. Modernization made them wealthy, and they had much money; they wanted the govern- ment to establish colonies where they oould inveat. They produced a lot of goods in their factories; these colonies. were therefore potential marke ete. Japan lacked raw materials, but to manufacture there must be raw materials, so theae. agressors wanted to exploit the colonies raw materials. Profit was the motive that urged these merchants and in- dustrialists to put pressure on the statesmen to expand, as the Meiji statesmen were said. to be dependent on their fina- cial support. Many Communists believe in these arguments.. Afterall, it was Lenin who said that imperialise is the of capitalism.

Some say the Meiji statos-1 men were aggressors. They favoured expansionism because. Lof many reasons. First, in order to make Japan secure from Western aggression and invasion, they founded colone ies to protect Japan, to en- aure Japan's independence, especially in the early years of the Meiji reign. The ex- tension of Japanese control over Hokkaido, the Kuriles, Korea, the Bonins, Ryukyu and Formosa formed an argh-shaped barrier in front of Japanese territories to safeguard any possible attack. Second, in Corder to make Japan a Great
Power having equal status with the Wast, aapecially after 1895, these statesmen founded
colonies to gain internation- al respectability and approval. (Just like fair ladies of our

dollar diamond rings among one another at a cocktail party). This explains in part why Japan participated in the Scramble for Concessions, why she joined the expedition
against the Boxers in 1900-01, and why she signed the Anglo- Japanese Alliance in 1902. Third, in order to encourage Japan's modernization and in- dustrilization, these states- men founded colonies to stimu- late Japan's economic growth and activities. The acquisition of economic concessions in southern Manchuria was to some extent due to this.
Fourth,
in order to pacify discontent. at home, which was created in the process of modernization, these statesmen found colonies abroad, making these colonies an outlet of Japan'a social grievances and diverting Japan's attention from social probleme lát home to colonial expansion abroad. For example, when the traditional privileges of the samurai were abolished, many of these samurai were against. the new government. The Meiji government therefore sent them. to the Ryukyu Islanda and Formosa to work for the mother- land.
Some say the radical intell- ectuals and the ex-samurai, many of whom were members of ultra-nationalist societies, were aggressors. For the sake of satisfying their extreme nationalism and patriotism, they forced the government to colonize by condemning (in the name of the Baperor) the govern- ment for pursuing a weak foreign policy as unpatriotic. They used violence and terror to achieve their aima. Ultra-nationalist societies like the Genyosha (Dark Ocean Society) and the Kokuryukai (Black Dragon Society) spread imperialist ideas in society and constantly blocked: emooth politica. They atrengthenu. ed their power by, contacte with businessmen and army officers. Many of them believed in Pan- Asianism that Asians should unite and help each other to resist the white man's imperial-
Since Japan was the strongeat (both militarily and economically), Japan must be (become) leader of this move- nent. The argument was:
: Korea, and later China, were controll- ed by Japan because Japan wanted. to help them to drive out the Westerners. To these radicals, Japan had a national mission to liberate Asia.

more important in the course of the Meiji reign. They were given the right of direct access to the Emperor, bypassing the Cabinet, by the 1899 Constitu-. tion, in case they wanted war. As a result, they put Japan onto the road to (or of) im- perialien.
Finally, some Bay. all the Japanese people, the whole Japanese race, were aggressors. There was a long tradition of aggression that could be traced back to the Tokugawa or even earlier periods. Hideyoshi, for example, invaded Korea in the 1590a. On the other hand, Yoshida Shōin, a famous iátell- ectual of the Tate Tokugawa, wrote a lot in advocating ex- pansionism. Ambitions to con- quer all Asia' were deep-seated. There was, as it was believed, a blueprint, a plan for con- quest in recorded Japanese. history.
In short, Meiji expansion. ion was the result. of different forces at work, like economic benefits (raw materials, colon- ial investment etc.), political necessities (security, strategy, national prestige etc.), mili- tary influence (rise of militar- ism), social demands (national- ism, patriotism/ Pan-Asianism etc.) and traditional heritage (age-long tradition of imperial- 3ōm).
