HISTORY (3)
Examine the causes and results of the Russo-Turkish War of 1877-78.
The underlying cause of the Russo-Turkish war was Russian designs in the Ottoman Empire. Since Russia was a landlocked state, she had to push southwards. into the Ottoman Empire in order to get an outlet to the Mediterm ranean Sea. Her defeat in: the Crimean war only checked her ambition in Europe for a while.. She turmed her attention to Central Asia for fifteen years or so. By the 1870s, owing to a number of favourable elements, Russia turned towards Europe again.
In the Crimean War Russia was defeated by France and Britain. But by 1871 Russia was no longer. afraid of them. France was defeated by Prussia in 1871 and
·Britain standing alone could do very little to thwart Russian advance. Moreover, Russian neutrality during the: Franco- Prussian War won her the friend- ship of the newly created Germany. With the silent consent of Germanyy Russia repudiated the Black Sear clauses of the Treaty of Paris and began to refortify Sebastopol: and rebuild a fleet:
there.
The Russian forward policy was encouraged by the growth. of Panslavism - a movement to unite all Slavs in one State. Most of the Balkan peoples were Slav and Orthodox, she regarded it as her mission to win freedom for all: Slav and Orthodox peoples in the Turkish: Empire. In 1867 a Slavonic Ethnographic Exhibition was held in Russia to win support for the Panslav movement.. Czar Alexander II visited the Exhibit- cion and addressed the representat
ives of other Slav races as
▼brother Slavs In 1872, Rusais induced the Sultan of Turkey to separate the Slavs from the religions juridiction of the Greek Patriarch, and place them under a new Slav Exarch. In
short, Russia exploited the growth of Panslavism to her own advantage.
The decay of the Ottoman. Empire and the rising of the Balkan peoples finally invited. Russian intervention. In 1875, due to heavy taxation and wifair treatment, the peoples of Bosnia, Herzegovina, Bulgaria, Serbia.and. Montenegro rose up against Turkish misgovernment. But the Turks carried out widespread atrocities, and massacred thousands of people. Fearing that Russia would exploit the crisis to her advant- age, Britain persuaded Turkey to introduce reforms. Then there was a revolution in Constantinople. but the new Sultan Abdul Hamid II refused to accept the Andrassy

Note, which was a programme of reforms presented to Turkey by Austria, Russia and Germany.
At this point Russia regarded war as the only way to solve the However, she wanted to problem. get the consent of Austria first in order to ensure that Britain.. "would stand alone. As a matter of
fact Austria always took great interest in the Balkans, she was especially anxious to recover in the Balkans the prestige she had loet in Italy and Germany. Thus: Russia was able to enter into a secret agreement with Austria by which she offered Austria a free hand in Bosnia and Herzegovina and in return; she gained Austrian.. free hand in Rumania and Bulgaria. Russia then declared war on Turkey and soon she was joined by Rumania Serbia, Montenegro and Bulgaria.
Tne Slav allies soon occupied: Adrianople and were approaching Constantinople and the Straits.⠀ Alarmed and jealoused of Russian success, Britain moved her fleet to the Dardanelles and demanded Russia to end. the war Austria. supported British demand as she feared. Russia might repudiate the ̇secret agreement. Confronted with:
two great rivals Russia had to comply. Sne then imposed on Turkey the Treaty of San Stephano. By this treaty Russia gained Bessarabia. Serbia, Montenegro and Rumania were to declare independent. The most important clause was the creation of a large and self-governing Bulgaria, -stretching from the River Danube
to the Aegean Sea.
Britain and Austria strongly. objected to the creation of the fbig Bulgaria which they feared. might be used by Russia to domin- ate the Balkan Peninsula.
marck now came down on the of.
Austria and Britain, he called upon the powers to discuss the problem at an international.: canference in: Berlin. Russia had to
comply.
Again,
By the Treaty of Berlin the big Bulgaria was divided into- three. The northern part, Bulgar ia, was recognised as independent; the central part, Eastern Rumelia, was to remain a Turkish possess- ion under a Christian governor; the southerm part, including Macedonia, was under direct Turkish rule. Britain gained Cyprus as Russia retained Bessar- abia. Austria was given the administration of Bosnia and Herzegovina.. Monetenegro, Serbia and Rumania were recognised as independent. Lastly, the Sultan promised to improve his treatment of the Christians within his.. Empire.
Though the Treaty of Berlin. preserved the peace of Europe for several decades, it pleased no: power and had few lasting results. International tension was increas- ed rather than reduced after the: conclusion of the Treaty
