The long standing poverty. because of natural disasters. The weakness of the Tokugawa because of the inefficient & corrupt system of tax-collect- ion & the devaluation policy. The Govt. heavily relied on. loans from merchants.
This caused the further rise of merchants & many of them (e.g. in Osake) supported the Sonno Movement.
