Why is the CDO scheme established? What service can it do for Hong Kong?

Ans:

In March 1968 Government/ announced the establishment of the City District Officers Scheme which has not been attempted in any other modern city. The idea is to achieve an advisory and co- ordinating organization to give everyone a fair share of the services which the community can afford.

The aims of the scheme can

be summarized as being as accessib -le as possible to those living in the district, and keeping in touch with local organizations. It also assesses the overall impact of Goverment policies on the people of their districts.

The other aim is to explain

Government policies, difficulties and achievements. Other aims include recommending variations

and emphasis suitable to the needs of the region in the implementat-

ion of departmental policies.

It also considers and adviseg on the co-ordination of public services within the districts; it initiates proposals for changes in policies or new policies when the need for these becomes appar- ent from the feeling of the public.

CDO scheme gets to leam of problems and conflicts at an early stage before attitudes have been struck; It generates a great -er confidence in Government among the people.

It promotes a sense of belong -ing to the district and Hong Kong at large and to arouse people's interest in public affairs and community services. It provides services for the Government, the community and the individual.

It also helps to explain Government policies, through mass communication by contacting with associations and individuals, It also advises the Government on public opinions and local needs since through its familiarization with the public it would be in a favourable position to do so. With the assistance of the City District Officers, the Government is able to penetrate down to the grass-roots of the community.

In its services for the community, it emphasizes on arousing the interests of the inhabitants in the public affairs of their district and to suggest methods of solution. This is achieved by organizing activities together with the youth associat- ions, clansmen and kaifong associ- ations, etc. It helps eventually by results, to inculcate civic pride.

It also helps to solve in- dividual problems. The CDOs have the authority to witness statutory declarations and the obligation to preserve anonymous the com plaints of corruption. CDOs have frequently been asked to intercede with the different Government departments. For a long time the Secretariat for Home Affairs has helped the public to solve their personal problems, including family disputes. The CDOS scheme will only make these services much more widely available.
