The law courto exist to adniateter justase To enable those who have been wronged to seek redrees, and those who have committed wrongs to be punished. In order to function effectively and with minimum do 127 the law courts in a country have to be given different responsibilities and different kinds of work depeuliac on the nature of the cases brought before them. In Hong Kong, our Law courts are therefore class- ified in such a fashion so as to fulfill the basic requirements of an efficient indicial system in which justice should not only be done. But still more important it should appear plainly to be done. Factor- ned more or less along the lines of the British coyutes of administering justice, our law courts have upheld the belief that the baw should be the protector of everyone against unscrupulous practices that are we lent in a modern commercial society.

A permanent magistrate has more power to hear cases then a special magistrate, but even so he cannot try the more serious type of cases where the punishment is death or life imprisionnent such as felony, treason, or libal. magistrate, however, may inpose a fine or an imprison- ment in excess of his original power if a certain ordinance Bare that he may do so.

As the lowest court of record, the Registrate'a' court is the first court to try most cases, to determina whether the acoused has a case to answer or not.
