In one mighty sweep through tour Asian countries last July, Typhoon Viola, brought deathe to 34 persons in the Philippines, 13 in Taiwan and one in Hong Kong, Hundreds of others were maimed and lost their homes while property damage amounted to millior of dollars. In the same monsoon season. Typhoon Alice paid a turbulent visit to Japan, leaving her with six dead, many injured or missing, and some 6,000 homeless. Typhoon Betty, its fury greatly weakened by the time it lashed Taiwan, killed at least two, injured many more. and caved it an active coal mine.
These are hardy annuals in countries on the Pacific rim. Weathermen forewarn of an imminent holocaust, apprehensive citizens brace themselves for the on-slaught and yet inevitably, life and property are in constant peril. Economists say that the typhoon toll in terms of life and property destroyed is at least US$500 million annually.
Like all other natural calamities, the typhoon is a dreaded phenomenon in East Asia. Invariably, its worst victims are ) the poor slum-dwellers, who, battered year after year, seem resigned to their fate. But there is a ray of hope, for them now,
thanks to the advance of technology.
Although man cannot prevent a typhoon, he can certainly see it coming, track its course, take adequate precautions, and mitigate its disastrous effects,. That is what the typhoon damage, control programme formulated by the Economic Commission for Asia and the Far East and the World Mete- orological Organization seeks to do. The programme was sponsored by delegates of seven East Asian countries (South Korea, Japan, Taiwan, Hong Kong, the Philippines Thailand and Laos) who met in Bangkok last December
The main thing in anti-typhoon depeng's on an effective warning system, backed by a constant exchange of weather information between nations exposed to the threat. The December meeting gave priority to plan for establishing a multi-national- typhoon control centre, possibly in bangko, Basically, the centre will be a clearing- house of ideas. It will try to apply the latest scientific devices to typhoon forecasting, such as meteorological satellites and high-speed computers.. Experts say such a centre can be operated with an annual contribution of as little as US$2,000 from the countries participat- ing in the programme. The ideas flowing this centre will help locate effective typhoon warning systems in strategic areas
