How Is the New Ter- ritories adminis- tered? In what ways does it differ from that of Hong Kong and Kowloon

Answer:

The administration of New Territories is quite different from that of Hong Kong and Kowloon because the New Territories is itself rural in nature and is under its own traditional social structure. Thus the Government chose to administer the New Territories by di- viding it into five districts, namely Tai Po, Yuen Long, Tsuen Wan, Sai Kung and Islands, each headed by a District Officer The work of the five District Officers is co-or- iinated by a District Joanissioner who has

the responsibility of taking charge of the New Territories as a whole.

All these are enough to show that the New Territories is administered un- der a District Offi. cer system, which partly functions in co-ordinating the work of the differ- ent Government de partments and partly exercises direct con- trol over a number or items while Hong Kong and Kowloon is under the direct ad- ministration of the departments. Though Hong Kong and Kowloop. is also divided into city districts, yet this system is only affilated to the Se cretariat for Home Affairs, not a de- partment itself and its function to Hon Kong and Kowloon is not at all the same as that of the dis- trict system to New Territories.

What possible dif ficulties are to be encountered by a country inyol- ved in internation. al trade ?

acquire these benefite a country has to face different Hinda of difficulties in its road to international trade.

A country en- counters very often trade restrictions in- posed by other coun- tries which get usual ly less progressive, or at least more ex- pensive in producing a certain kind of pro- duct. Thus a restrie- tion on imports can do very much not only to protect the local market of their pro- ducts, but also to build up their indus- trial strength, be- cause their products. will then be free from all unfavourable com- petitions of foreign products, thus encou- raging the local in- dustrial development. Means of restrictions may include tariffs which is a rather high percentage tax on foreign imported goods quotas which is an arrangement to limit annually the quantity of foreign imported. goods, and embargo which is a complete. ban on all foreign imported goods

The problem of currencies consti tutes the second dir- ficulty because every country has its own currency and the ex- change rate or one currency to another varies from time to tine according to enonging supplies and demands. Thus, a country may be re- luctant in trading with another since a change in the ex- change rate might cause sufferings quite unexpectedly, especially when the other country deli- berately devalues its currency to correct a serious balance of payments deficit. Furthermore, another result of devaluation too is that the peo- ple of that country are discouraged from using foreign goods, because devaluation has made all imported goods more expensive than before. This is a harsh blow on the trade or the importing 30untries.

To get a competi tive advantage in trading with others, a country has to specialize in pro- ducing certain kinds of product. The more it wants to involve in trade, the more it has to get itselr specialized. But,
