1. Explain how the Hong Kong Productivity Centre and Council and the Federation of Hong Kong Indus- tries help to main, tain the standard of the Hong Kong indus- trial products.
Answer
Hong Kong's indus- trial products enjoyed potential markets abroad partly because of the good quality of our products and partly because of the compara- tively low price we could offer. But in recent years, as the cost of production is high, Hong Kong begins to lose its favourable position in price com- petition. So Hong Kong has to remedy the situ- ation by improving the qualities and designs" of its products. In this respect, the Hong Kong Productivity Gen- tre and Council and the Federation of Hong Kong Industries are most active.
The Hong Kong Pro- ductivity Centre and Council, established in 1966, aima at improving the qualities of Hong Kong products, intro- ducing scientific me- thods of production and training industrial workmen for the increa- sing factories. It con. prises two parts: the Council and the Centre.
The Council consista of the Director of Com- merce and Industry ag Chairman and 20 other members, who represent the different relating Government and Publie industrial organizations. It works as an advisory body to plan policies, making way to increase the productivity of in- dustries in Hong Kong. To make this possible, the Council works close- ly with the Federation of Hong Kong Industries, the Chinese Hanufactu- rers' Association, the two universities and the Hong Kong Technical Col- Lege.

The Federation of Hong Kong Industries, established in 1960 to represent "all industries
many nationalities and.. all sizes of enterprise" has actively engaged in promoting the standards of locally manufactured goods, and testing and certifying local textile and electrical products.
Recently, an elec-
trical experiment service 18 offered to the local electrical product manu- facturers since foreign complaints have frequent- ly been made on the safe ty standard of their pro- ducts.
A new attempt is made by the Federation to attach coupons on all good quality products of local design and manu- facture. It is hoped to guarantee our products. bé of high standard and to increase their market value.
To encourage better industrial designs of Hong kong products, the Federation has institu- ted two awards for the best Hong Kong designed: products every year: The Governor's Award fo Hong Kong Design, and the Federation of Hong Kong Industries award for Good Design. This 18 all aimed at improvi. the standard of the Hong Kong products.
At present and in the foreseeable future. Hong Kong products can only compete with those of other countries with their best qualities and excellent designs.
Under these circuma- tances, the work of the Productivity Centre and Council and the Federa- tion of Hong Kong Indus- tries will become more and more important S time goes on,
