Answere to Exercise No. 19

Question (1) Describe the work of the Government

Information Services. Department.

Answer:

Supervised by the Director of Government

Information Services, this department is chiefly respohsible for telling the local inhabitants and people abroad" about Government's policies, public projects and accomplishments,

G.I.S. 18 made up of three principal divisions

(1) Administration Division.

(2) Newa Division and:

Publicity Division.

Each division is further made up of sections, ao thas each section can carry out certain speaifio work of the division more efficiently and effectively

An important day-to-day work of G.I.S. is to provide press releases to local newspapers, and, newa, agencies. These releases contain news of local interest, information provided by the various Government departments. In writing up events happening in Hong Kong, local journalists have to check up with these releases to eliminate any

inaccuracies in their reports. Any queries concerning individual departments are now mostly referred to the News Division of G.I.S. in order to avoid any possible contradictions.

In the past information In respect of traffic accidents or crimes was obtainable from the Police Force through the police press officer. Today, the Press Section of the News Division is responsible for this work. Newspaper reportara no longer contact the police direct, unless under exceptional conditions; such as when a. senior police officer is holding a press conference"

News for radio or television breado:ste 19 9180 prepared and aubsequently released by: the ataff of the Radio Saction of the Press Division.

Campaigne: are held from time to time by

Government. For instance, the Urban Servicea Department may decide to hold an "anti-litter" campaign; the police may wish to hold a "road safet campaign, and the Medical and Health Servicea Department an "anti-drug addiction" campaign.

These campaigne are arranged by the Publicity Division of G.I.S. which prepares and publishes posters, pamphlets, booklets and reports. Whare it ia thought necessary, filme are made and are arranged for subsequent showing to the public either at lcoal. cinemas, publio parke, resettlement estates, or visual aid rooms of organizations or schools.

an important contribution to the promotion of

our tourist trade was made by the Publicity Division recently, when its film "Magic Stone" was released for showing in the major cities of the world. This film tells the story of a maid carrying her child: who were both turned into a stone while waiting. lesperately and hopelessly for the return of hạr fisherman husband. This stone can be viewed next to the Lion Rock Hill in Shatin.

Towards the end of 1967, the Publicity Division also completed a film entitled "Suicide by Hire Purchase" in conjunction with the Education and Publicity Sub-Committee of the Action Committee Against Narootios. The aim of this film is to discourage people from taking drugs such as opium or haroin.

Before any film 18 approv... 4 and allowed for public showing in the local cinemas, it has to be shown to the staff of the Film Censorship Section which ensures that only the right films are put up at our cinemas, Two theatres are therefore run by this Section for censorship purposes. A total of 2,820 films were censored during the 1966 - 67 financial. year.

The Distribution Section, as its name implies. distributes publicity material roduced by the

Publicity Division, and at the same time it distributes similer material received from overseas countries principally from Great Britain to Local organisations.

0.1.8. also maintains a mobila oineng which shows documentary and travelling films to those residing in resettlement estates or in the New Territories. More than 563,000 people in the Colony in 1966 were entertained by this mobile cinema, which

has been proving it

immensely popular

vvuuar over the years.

The role of G.1.5. has never been more

challenging and demanding than in recent months when due to the disturbances, the department was given the difficult task of bridging the "information gap": between Government and the people. It cannot thereroy be doubted that, either now, or in future, this task is going to be efficiently carried out by G.I.5. on whom Government depende to be its "mouthpiece".
