Explain the basis functions of a Police Force?

A man's life and his property are constantly exposed to risk against which he has limited power to protect. In his life he, may encounter an insane peraci who for no obvious reason starts to run amok; he may be robbed or kidnapped, or he may even be mistakenly murdered! His property, on the other hand, may ba atalen, damaged or destroyed.

wak Life and property must therefore be preserved and

protected. The first function of a police force is

concerned with this. Our roads must be patrolled all

day long, so that every neighbourhood can be. free from gangsterian, Suspicious characters can be.

easily singled out for questioning by policemen on their normal beats. The mere, presence of policemen; in fact, is an effective deterrent against the commission of crimes.

The next function of a police foros 18 to prevent and detect arises. Crime prevention is generally considered the more important of police work than

crime detection, for if the first can be accomplished, the second is not required.

Policemen attached to the C.I.D. [Criminal)

Investigation Department) have to deal with

criminals many of whom are dangerous; From their

work these policemen have acquired a great wealth

of information about criminalogy. They are familiar with the methods employed by criminale, and they are, therefore able to advise members of the genera public on ways and means to thwart the plans or criminals. But, if a crime cannot be prevented, the orime must then be solved and the orisinal brought to justice. Today scientific methods are employed detect crimes.

The period from Hay to December, 1967 saw the

·outhreak of civil disturbances in Hong Kong. People responsible for civil disturbances are generally desperate trouble-makere who are out to create chaos in the country, either for political reasons or for reasons best known to themselves. At any rate thay must be prevented from causing harm to the community.. It is by no means an easy task to do this, and the; police force is responsible for carrying out this vital task. We have seen that our policemen had, for the most part of last year, divorced themselves from most normal pelice duties, in order to devote their time, and focus their attention, to the suppression of the disturbances, a.job:which undoubtedly has won then great addiration from the} public.

These then are the three basic functions of t police force. To summarize them, they arèi

(1) to preserve and protect Life and propestYT (2) to prevent and detect crimes and (3) to suppress civil disturbances.

Question 21 What are the chief functions.

hewd paper空

Answer

One of the most important institutions in an organised civilized society is the news paper; for 11 not only can influence man's frame of mind and: subsequently his behaviour and conduct, it also can record present-day events for future generations to know and be familiar with the course of history, of

how man's past problems were solved. Future generatione can also draw parallel probleme from their comparjeon of their problems with ours. The importance of newspaper can be seen from the functions whiob. 19. fulfils, which are fundamentally three. The first vital function of e

paper za toa keep the public accurately informed of what is, and

has been, going on in the community, This function can eliminate any unwarranted misunderstanding

between citizens and, more significant, between thO | people and the Government.

Recently one has probably heard of the

existence of the "information gap" between Government and the people. The Commission of Inquiry into Rawlor: riots (that took place in April, 1966) in its report has pointed out that the press can close this "gap" very effectively, not that local deve papers are not exercising this function efficiently, but that they can do much more than what they are presently doing..

Juformation in a nawepaper invariably comes to:

us in the form of local and foreign nave. The latter ia eupplied to local newspapers by international. news. agencies such as Reuters, the Agence France Press and the Associated Preas

The Government Information Services has also the responsibility of releasing Government information to local newspapers so that through the latter the publio can understand what Government's policies are and the work that is gow being done in our community.

There are many instances where the publiú gan deriya awaalth of information from a newspaper. Feature writers are often commissioned by a news paper to write articles of topical and human interest. Interviews of celebrities and state dignitaries are often published in detail in the press,M

The next vital function of a newspaper le to guide the public in the way they think and the way they reaot and respond to current events end situations. A classic example of the way this function is fulfilled is found in the editorial, which is a column that appesze in every insue of news paper, and which is written by a senior and more experienced journalist, normally the editor
