All banks in Hong Kong are therefore governed by the Banking Ordinance, 1964 which gives the Financial Secretary the power to instruct the Banking Commissioner Et any time to make an on-the-spot investigation of any? bank suspected of violating this: Ordinances

This: Ordinance is in fact, a preventive measure against any banking. crisis that might arise from a bank_run.
