ETV is the abbreviation of educational'
television, by which is meant the system of bringing education to a person via the television through such programmes as documentaries, news, features and semi – fictional series that enrich the mind, as are
prevalent in most advanced countries in the world
13 today, here in Hong Kong, ETV however restricted to the meaning of using the local television stations (the Television Broadcasts Ltd., and the Rediffusion Television (HK) Ltd.j to soreen lessons which art essentially based on the syllabuses and examination requirements as set out by the bducation Department, (recently Government has announced that an initial sum of $3.7 million will be spent on the construction of two television studios in Lung Cheung Road in
the vicinity where the studios of TVB and RTV. are presently situated.
Another $3.7 million will be spent on installing receivers in Government and Government- aided schools. Private schools however will have te install their own television sets,
The idea behind this proposed expenditure of $7.4 millions by Government is to enable the Educati Department to provide ETV by September 1969 when the hew academic year starts. ETV will cost tax-payers an annual sum of $1.6 million for its maintenance,
A new educational televisión unit. will be established and will be affiliated to the Education Department, and which functiona under the direct control of the Director of Education. This unit will be staffed by senior education specialists who have. (or will be trained to have) broadcasting and talavision production and presentation techniques," £TV will produce twenty lessons per week, sovering four main subjects English, Chinese, Science and Civica - at both primary and Secondary levels. A small secondary television unit will exist to produce particularly leasons on Civies whi take the form of documentary films on important aspects of Government activities and the work and functions of Government departments.
Detailed notes and explanations on the lessons will be put out on sale, so that viewers can follow; each lesson with ease and greater understanding.
At least a total of 160,000 pupils in both primary and secondary schools that are run or aided by Government will be benefited by ETV, but it is expected that private sensols will install their Comments thus widening the initial ETV audience, ers
many more regular television viewers who are no. longer studente will also be greatly benefited.
The new Education Television Unit will videotape their lessons well in advance and supply them free to both TVB and ATV. Both local stations will have to allot regular time for theas programmes to be transmitted. It is expected that Primary lessons wi be repeated twice on the same day as most primary schoola are bi-sessional. It may, however, not be necessary to repeat Secondary lessons as most secondary schools are whole-day schools.

ETV will help to raise the standard of education in Hong Kong. It is reliably believed that out of about 33,000 teachers in Hong Kong slightly under 50 per cent (15,000) are unqualified professionally, that is, they have not been trained in teachers' training colleges or have not received university education, or if they have their degrees are not locally recognized. And of the 18,000 odd teachers with recognized qualifications, very few, are specialist teachers,
£TV prògrames will provide a means by which members of the teaching orofession will have a chance to watch how model lessons on English, Chinese, Science and Givics are conducted by specialist instructors.
Students on the other hand will have a chance to learn with more up-to-date visual aids, and in the Civics lessons, they will be able to learn Government activities and the work of Government departments at first hand, with the degree of inaccuracy reduced to the minimum.
ETV programmes will break new grounds by providing lessons in the four mentioned subjects with fresh and more interesting approach to the teaching of the subjects as opposed to the so-called traditional chalk-and-talk method. Pupils, can thus, be easily stimulated in their initial interest for Learning. Teachers, on the other hand, can thus be guided and be given new ideas to improve their class-) room teaching.
ETV lessons, however, cannot replace the class. rom teacher, who is in fact more needed now than before, in order to act as a counsellor to his pupils, preparing them ready for the ETV lessons, and wherever possible to advise or explain to them on certain points or problems arising from the TV lessons. It is quite impossible for pupils to watch a ETV lesson without the oresence of their teacher, who can also discuss with his pupils on follow-up material after each ETV lesson.
The fact that animation, film clips, props, photographs, and graphics will be used to make £TV programmes rich and imaginative is evident that pupils will now find learning at school no longer boring but full of fun!

One great advantage of the proposed underground rail system lies in the fact that valuable time can be saved in travelling, as much as 40 minutes for long] trips, while the average saving is 14 minutes. For instance, from Queen's Road and Peddler Street to Nathan Road and Hafohong Road one can save about 12 minutes on a journey of 1.5 miles; and from Central District to the Kai Tak Airport, a journey of 5.5 miles, there is a saving of 27 minutes, while today by ferry and bue one would take at least 47 minutes to travel.
The consultents point out that they have taken into consideration various other mass transit systems including traditional buses and trams, monorails, and moving belt systems, but these are not practicable in Hong Kong, in view of the fact that the surface
