4. What is there to be said for the view that Westernization of Japan

during the second half of the nineteenth century was superficial?

ANS. A The second half of the nineteenth century witnessed a startly

ing set of changes in Japan. From an isolation more nearly -- complete' than that of Chinay Japan, after a few years of

hesitation, moved out boldly into the modern world created by the expansion of the West. While China was trying to maintain her"> traditional cultural integrity by holding West at azala length, Japan was. apparently becoming Westernized. Political, economic and intellectual life was being made over to conform to Western patterné Japan had begun the adoption of the industrial and scientific processes of the West. She introduced compulsory education. She had created medical and engineering professions in accordance with West patterns. She had inaugurated factories, railways, and telegraph. For business purposes ahe was adopting structures fashioned after Occidental architecture and in army,

To be navy, and much of government and trade used Western¡dress. sure; the process of Westernization had only begun. So far Japanese seemed to be inaitators aņu not originators. Only later as the steps taken led to further achievements, wasycreative originality displayed.

There were relatively few who discerned that the traditional spirit and basic institutions of Japan had been intensified rather than weakened.. Japanese antiorialism, strengthened by the long isolation and internal peace of the Togukawa, was both responiable for the change and reenforced by it. It was to create a strong Japan which could face the Western pavers on the basis of equality that the leaders of the transformation A undertook their task. The Mikado, as the centre, symbol, and inspiration of the Japanese spirit, was mace more prominent.. Shinto, the Channel of Japanese patriotism, was 'revived. Japan was the first nation of Asia whole-heartedly to adopt the machines and the scientific techniques of the 19th century Occident. She entered upon a path which, if pursued. successm, fully, would make her the master of the Far East.

ANS, At the Paris Peace Conference which arranged the settlement

of World War I Japan realized some of her desires. The assign- ment to her of the German properties in Shantung satisfied her ambitions. However, China, on the other hand, had every reason to protest to Japan's action. as Shantung was part of Chinese。 territories and it was taken by the Germans in the very begin- ning of the twentieth century. It was fair for the Versailles Peace Conference to revive its ownership to the Chinesa Government.

- Despite Chinese protests, the Peace Conference arranged in the settlement to let Japan seize control of German concessions in Shantung and the port of Kiao-chao...!!

During the Conference, Japanese proposal of taking over- German properties in Shangtung met strong opposition from the Chinese delegates.
