The loaf of bread, like the Corn Laws with which it is bound up, has a great history bebiud it. The bread of earlier days was sade of a variety of grains, barley, rye, oats, wheat, or wheat aired with rye, but by the close of the eighteenth century, with London leading the way, fine wheaten bread had become the general food, and was still home grown, being the product of a permanent agriculture in which cereal and animal farming. were very nicely balanced. By 1900 the country was on a wheat plus meat standard, with increasingly large supplies of both from overses and lastly, in our own day, on a more varied diet resulting from developments in fruit and vegetable forcing, and canning.

During the scarcity years of the Napoleonic war Parliament endeavoured to popularize "standard whole meal" bread, i.e. bread made from the whole produce of the wheat, as well as substitutes such as soups, rice, and potatoes, but these were resisted as an encroachment on an English standard of life; potatoes typified for William Cobbett the starvation diet of poor Irish, which be disliked as much as the use of tea in place of the bread and beer: of his own country. The pollards and bran were not wasted but used as cattle feed or coarse bread for the very poor. Under the Old Poor Law the deficiency of wages was made up by a scale of relief, varying with the size of the family and the price of the gallon loaf of wheaten bread...

The Corn Laws were never in intention a bread tax, and their dual purpose was to prevent grain being at any time so dear that the poor cannot subsist or so cheap that the farmer cannot live by the growing of it; in fact, they never yielded any worthwhile revenue, but after 1815 they obstructed by their rigidity a free flow of trade and therefore in 1846 were repealed. Today, the growing of cereals is exposed to new restrictions making for the, best possible use of a limited land surface, which year by year is visibly curtailed by airports, wider roads, more industrial decentralization and the relentless extension of the suburbs,
