to the desirableness of the arrangement proposed, I have appointed under the authority of the 16th Section of the Supplementing

Customs Consolidation Act 1855′′ the Harbour Master and Marine

Magistrate of this Colony to be "Principal Officer of Customs" to

carry

out the

provisions of

the

Merchant Shipping Act, 1854-

This Officer will communicate

direct with the Board of Trade in

respect to all matters connected

with the relief of distressed seamen, and the estates of deceased Seamen; I trust therefore any unnecessary

delay in accounting for the balance

due to the relatives of deceased Seamen

may

be prevented.

4. The duties of Registrar of Shipping, which, in the absence of any person regularly appointed, have hitherto been performed by the Colonial Secretary, will also

devolve

upon

this

Officer under the terms of the Merchant Shipping Act.

5. Under these circumstances

it may possibly be found necessary
