It appears very doubtful whether the Colonial finances
were in such difficulty
As to warrant the
application which
was made by the local Govt. for Parliamentary aid in the years ending
31st of March 1858 and 1859, but after
that aid was voted,
and seeing the Gaol and the
Hospital are Institution
of which the need at Hong Kong is much Connected with the General Trade of the Empire, the Duke of Newcastle is disposed
to recommend their
Lordships to acquiesce
in the fact of the Employment of the funds that were granted for these buildings by
Parliament.
