I have the honor to enclose herein the duplicate letter I have addressed to Lord John Russell through Mr. Bruce, on the subject of the Consular duties which have devolved on this Office by the removal of the Superintendency of Trade from Hong Kong, and considering the delay that will be entailed on its transmission in the usual course,
