The ability of the Colony therefore to defray from local resources all expenses incurred for local purposes cannot, I think, be doubted. It possesses, as I have stated, a well-secured revenue in excess of the ordinary expenditure, and has in addition a balance in hand at this moment sufficient to complete every public undertaking either projected or in progress.
