His Excellency desires me to Express to you his Sympathy in your failing health, and his hope that a removal to a better climate may yet effect a perfect restoration.

His Excellency also is unwilling to let you leave the Colony without signifying to you his appreciation of the great ability and untiring energy you have shown during your Service for the past two years under this government, the effects of which are apparent in the state of efficiency to which you have brought two Public Departments in Succession.

His Excellency will not fail to notify to the Secretary of State the serious loss which this Government sustains by your departure.

In all these sentiments I desire to be permitted to join.
