It was as nearly as my memory serves to fix it, about the summer of 1853 when the present village began to rise at Frem-chatery, and has ever since been well known as a place of reception for goods of all kinds, stolen or otherwise.
The character of the Settlement has largely increased during the past two years and is by no means improved. The Shipping having now moved over to that side of the harbor for the Tai Sting months will probably tend to promote still further the growth of this objectionable Settlement.
During the latter part of 1856 or beginning of 1857, I examined the place with a party of Police, and had about that time several opportunities of satisfying myself of the disreputable habits and appearance of the population.
