On the 27th July a Government Notification signed by the Colonial Secretary was inserted in the Gazette, warning certain persons, who had without authority erected Houses and buildings of a permanent nature on the peninsula of Kowloong, that such proceedings were not warranted by the Treaty, and that the British Government would not interfere should the Chinese Government proceed to remove such erections.
At the same time (20 August 1844) Sir Henry Pottinger, Governor Davis addressed Commissioner Keying and pointed out that several persons, English as well as American, had encroached on Chinese territory and, as was understood, had paid money to the Chinese Officers on shore to enable "them to live there". Mr Davis did not acknowledge the interference of the Chinese Government but noted that these proceedings were without his permission or authority.
