Mr. Mitchell. The question concerning Mr. Wathen has been disposed of. By Lord John Russell he will in all probability receive some ... it is only an enquiry at present, with regard to his inability to ... the work be done better if he were to resign. But, why should he do all the work if he has a Chief Clerk to assist him? Mr. Mitchell has recently complained that the contrary has soured his readiness to undertake the duties by applying for the Office; it is certain that this Clerical work may have impaired his ability to do all that is required.

I observe on referring to the Blue Book dated 1st Sept that the Master Attendant was also the Marine Magistrate; the following were the establishment: Chief Clerk, 2 Interpreters, Shroff, European Constable, 11 Boatmen, &c.
